Rock Concert Sanitation Requirements

Looking for help determining what requirements would be appropriate for a mass gathering, such as a Rock Concert, in terms of number of chemical toilets per amount of people; how much drinking water should be required; trash dumpsters; etc. Does anyone have any pointers?

International Building Code would require a water closet or urinal at the rate of 1:125 for males and 1:65 for females. Drinking fountains would be required at the rate of 1:500. This is if it was in a building but it probably could be used as a basis when figuring facilities for an outdoor event like you are describing.

My notes also indicate: Toilets are good for only 200 uses before they must be cleaned and emptied; 1 per cluster or 5% must be ADA handicapped accessible;
Special events gatherings rules; Kansas = none; Shawnee Co. 1:50; Gary Co. 1:500; OSHA regs. 1:20
Lack of handwashing at events is a conduit for Hepatitis A infections
Federal Farm Workers Act requires hand washing stations 1:20
